The City Clerk is responsible for maintaining all permanent and official city records and reports directly to the City Council. The City Clerk compiles and prepares the information and documentation to present to the Council for its consideration on matters pertaining to the city; is responsible for all public notices and posting of council meeting agendas; records and produces minutes of all City Council meetings; processes and maintains official City documents and records; provides information regarding City records to the public; issues business registrations; and oversees city elections.

City Council Meetings, Agendas & Minutes:
The City Council holds regular meetings on the 1st and 3rd Tuesday of each month at 6:00 p.m., and work sessions are held the 2nd Tuesday of each month at 6 p.m.
Notice of all regular and special meetings and work sessions are posted on the bulletin board at City Hall (827 North Main Street), the window of the Council Chambers Building (826 North Main Street), and the Cottonwood Library bulletin board (100 South 6th Street). Notices can be found here.

Elections:
The City Clerk is your local elections official and is responsible for conducting all local municipal elections. Regular city elections are held every two years on odd-numbered years.
Business Registrations:
Per the city’s Municipal Code, Section 5.04.010, it is unlawful for any person to commence, conduct or carry on any business within the corporate limits of the city without first having registered with the City. Click here for the different types of business registration forms.
If you plan on operating a business out of your home you must also fill out a Home Occupation Permit. There are limitations as to the type of home occupation businesses that are allowed. Please call the Community Development Department at 928-634-5505 with any specific questions regarding home businesses.
Generally, the business registration fee is $20.00 per calendar year. Please contact the City Clerk’s department for specific business registration fees.
Street vendors (any person operating without a permanent structure near a street for the express purpose of selling goods, wares, merchandise or services to the public) must procure a business registration and apply for a Temporary Use Permit. The fee for the registration required for street vendors is $10.00 per day, plus a one-time $15.00 administration filing fee. Click here for a street vendor business registration application.
Peddlers (any person operating as a solicitor, peddler, hawker, salesman or vendor of goods, wares, merchandise, newspapers, magazines or services, who goes from house to house or to only one house, in the city) shall register with the Police Department and obtain an identification card. All applicants for business registrations are required to provide proof of citizenship prior at the time of application. Accepted forms of proof are: valid Driver’s License, U.S. Birth Certificate or current Passport.
The City's privilege tax rate is 3% for the following classifications: retail; rental, leasing, and licensing for use of real property; rental, leasing and licensing for use of tangible personal property; restaurants and bars; telecommunications; transporting for hire; advertising; amusements (exhibitions, and similar activities); job printing; manufactured buildings; timbering and other extraction; publishing and periodical distribution; rental occupancy; hotels. The City's privilege tax on Construction Contracting is 4%.
Records Management:
As custodian of the City’s records, the City Clerk’s office oversees storage, retrieval, and destruction of city records, and responds to public records requests. Click here for a Request for Public Records form.

The City Clerk is responsible for maintaining the city’s Municipal Code. The Municipal Code is a compilation of the general ordinances (“laws”) of the city. The most current edition of the Municipal Code is accessible to the public through the city’s website and can be found here.
