Terrorism Liaison Officer (TLO)

The Cottonwood Police Department TLO Program is comprised of Officer Clint Combs and Officer Christopher Dowell.  The TLO's act as the lead coordinators for our organization on matters related to terrorism.  As TLO's, they serve in a variety of roles such as inter-agency representatives, in-house subject matter experts, de facto terrorism intelligence analysts and collection managers, and all around terrorism "go-to" personnel.  In addition, they assist various public organizations and private businesses with developing site security plans and threat vulnerability assessments.

Officer Combs has been with the Cottonwood Police Department since 2009 and has completed over 200 hours of training to certify as a TLO.  In addition to those duties, Officer Combs serves as a School Resource Officer (SRO) by providing law-related education and school safety needs.

Officer Dowell recently graduated from the Arizona Counter Terrorism Information Centers (ACTIC) Terrorism Liaison Officer (TLO) Course.  Officer Dowell is a 21 year law enforcement veteran and is currently assigned to the Patrol Division as a Senior Officer/Field Training Officer.
